UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a new study of municipal councils, English councils are planning to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and land to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week further found local finances being stretched by the increasing figures of children and adults needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of difficulties confronting local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey found.
